I am downloading media for DVD burning. What is the best format to convert it to before I burn?
UK format BTW
It is for movie burning, for UK DVD players.
As I know, DVD format is VOB. If you want to know how to convert and burn video to DVD to play on DVD player, I think this step by step guide would help you

What media are you burning? Movies? Pictures? If you're archiving, I would recommend keeping the data in its native format. If you're burring a DVD for DVD playback, you need to burn .vob files. Be more specific.

I didn't know there was a UK format for discs. I was under the impression that the UDF (Universal Disc Format) used for DVDs was just that… Universal.
So, you are downloading media. And what… you want to make a data backup DVD of what you downloaded? You want to Author a DVD, and change the movie files from their formats into a DVD that you can watch on any player?
DVDs use MPEG video. MPEG-2 Program stream, to be more precise. So, if you want to convert movies to a format that will just drop into any Authoring Software Suite, convert to MPEG-2 Program Streams.
What program do you have for Authoring DVDs? I mean, making a DVD with a menu to play in an stand alone player, is different from burning a data DVD.

You need to decide exactly and specifically what you want to do, then look up the tutorial for that at Video Help.

VOB files is the best format to convert to DVD, any other format and some/most DVD players in the UK dont support it.

No need to convert them. All you need is a DVD authoring software that supports almost all popular media format. I recommend Super DVD Creator 9.8. This software will let you burn your downloaded movies to DVD and watch them in your home dvd player.
Here's a guide on how you can do it:
