what program to convert avi files to video_ts for dvd burning?

I’d like to know any program, preferrably free or that offers a trial mode where I can convert my video files to video_ts files or dvd format. I’ve been searching all over the internet and could not find any that’s safe and produces good results.(If that’s even necessary)
I just need a software/program that would help me convert my video files to dvd format so I can burn them.
